Внутренний туризм как инструмент устойчивого социально-экономического развития региона

| Аннотация: | The article presents the results of a study on the issue of sustainable socio-economic development of meso-level territories through domestic tourism. The purpose of the study is to integrate the tourism industry into the socio-economic development system of the region to ensure its sustainable development. The methodology of the study includes general scientific methods and special methods of economic analysis, the principles of territorial and socially responsible marketing, marketing research methods, strategic planning and forecasting. The results of the study prove that domestic tourism has the potential to ensure the successful sustainable development of regions of Russia. However, the fulfillment of this potential requires a reconsideration of approaches to the tourism industry management and the establishment of relevant regional tourism development strategies. Based on the accumulated experience in science, a conceptual model of sustainable tourism development in the region has been proposed by the authors, linking together four components that affect the achievement of sustainable development goals: natural, manufactured and financial, social, and human types of capital. The study focuses on the issue of ensuring sustainable tourism development for the subsidized region, where mass tourist flows have not been established, and where tourism is not the focus of economic specialization. The Penza Region was chosen as the object of research, being a region where the budgetary capacity does not cover all the expenses necessary for the expansion of social and environmental initiatives and does not allow for investing in capital-intensive projects intended to create tourist and tourist-related infrastructure. The authors identified the factors constraining the development of tourism in the Penza Region. Based on the foresight method, strategic guidelines are defined and a mechanism for sustainable tourism development in the Penza Region is proposed. The mechanism is designed to strengthen the role of tourism as an economic factor, while simultaneously solving the problems of ensuring the accessibility of tourism for all demographics and of preserving the natural and cultural appeal of the region for future generations. The authors note that the identified problems in regional tourism management require immediate solutions. The revision of the management system will make it possible to use the potential of domestic tourism for sustainable socio-economic development of the Penza Region more effectively. | |
