| Аннотация: | The purpose of the study is to provide a theoretical understanding of the essence of the phenomenon of legal force of exceptions to the rules, to reveal its content and to analyze the value and versatility of existing legal relations in Russian legislation. For the phenomenon of legal force of normative legal acts, the general rule is the hierarchy, as well as features of the acquisition and loss of legal force. The exception to these rules is retroactivity of the law, elimination of the punishability of the act or mitigation of punishment and ultra-activity of the law. The main exceptions to the rules are typical for the validity of a legal act over time. The analysis of exceptions to the rules is necessary because of the versatility and multi-aspect nature of existing legal relations, revealing their complexity, necessity and characteristic exceptions for each branch, both in public law and private legal relations. Conclusion: the principle "the law has no retroactive effect" is not one of the legal axioms. | |

| Аннотация: | The article considers various aspects of legal system interaction and mutual influence in the states of Central and Eastern Europe during their historical and cultural development. The thing is, in particular, about unified historical (Slavic) roots of these states, common sources of law, the elements of legal culture, etc. The socialist statehood, in which they existed for about half a century, also exerted a definite influence on the development of the legal systems in these countries. The conclusions are drawn that the majority of the states of Central and Eastern Europe, having passed the so-called post-Soviet (post-socialist) stage of their development, joined the continental legal family, confirming the German theory of the temporary anomaly of socialist law. As for the Russian legal system, despite the fact that it is very close to the family of continental law by a number of criteria, it still exists apart from it (in particular, due to the specific nature of legal ideology and legal culture). Moreover, the current tendencies of social-political development (the creation of the Union State of Russia and Belarus, the Customs Union and the Unified Energy System) give grounds to assume that the emergence of the Eurasian legal family and the entry of Russia into it are possible in the long term. | |

| Аннотация: | This research is aimed at identifying regulatory and methodological basis for the establishment of a system of legal means of ensuring economic security in contemporary Russia. Methodology. The research utilised the method of synthesis of various theoretical approaches to economic security, as well as simulation approach that allowed constructing the model of a system of legal means of ensuring economic security. Subject matter. The authors have analysed theoretical approaches to economic security; the authors demonstrate how a relevant approach is transformed in the process of creation of legal means of ensuring economic security. Conclusions. Strategy papers in the field of economic security in modern Russia are based on the idea that parameters, indicative characteristics, security objectives and security threats are determined exclusively by the state. | |

| Аннотация: | Population dynamics is a field rich in theory and poor in long‐term observational data. Finding sources of long‐term data is critical as ecosystems around the globe continue to change in ways that current theories and models have failed to predict. Here we show how long‐term ecological data can improve our understanding about palaeo‐population change in response to external environmental factors, antecedent conditions and community diversity. We examined a radiometrically dated sediment core from the Didachara Mire in the mountains of south‐western Georgia (Caucasus) and analysed multiple biological proxies (pollen, fern spores, non‐pollen palynomorphs, charcoal, diatoms, chrysophyte cysts, midges, mites and testate amoebae). Numerical techniques, including multivariate ordination, rarefaction, independent splitting and trait analysis, were used to assess the major drivers of changes in community diversity and population stability. Integrated multi‐proxy analyses are very rare in the Caucasus, making this a unique record of long‐term ecological change in a global biodiversity hotspot. Synthesis. Population changes in the terrestrial community coincided primarily with external environmental changes, while populations within the peatland community were affected by both internal and external drivers at different times. In general, our observations accord with theoretical predictions that population increases lead to greater stability and declines lead to instability. Random variation and interspecific competition explain population dynamics that diverged from predictions. Population change and diversity trends were positively correlated in all taxonomic groups, suggesting that population‐level instability is greater in more diverse communities, even though diverse communities are themselves more stable. There is a continuing need to confront population theory with long‐term data to test the predictive success of theoretical frameworks, thereby improving their ability to predict future change. | |

| Аннотация: | Early diagnosis of chronic heart failure (CHF) is an urgent task in modern medicine. Previously, the authors presented the results of early diagnosis of CHF using neural network classification of static characteristics of plasma and serum. This article aims to solve the problem of classifying the dynamic characteristics of a tensiometric study of the liquid part (plasma and serum) of blood by classifying multidimensional time series. For training the neural network, a database of results of tensiometric studies of the liquid part of the blood (plasma and serum) of healthy volunteers and people suffering from CHF was used in the form of Excel tables containing data on the values of surface tension and dilatational viscoelasticity, which characterize viscoelastic properties of surface (interfacial) layers. Baseline data also included the sex and age of the patient. The problem of classifying time series, which arises when analyzing the results of tensiometric analysis, is solved. For the classification of time series, it is proposed to use a neural network. An analysis of neural network methods for classifying time series has been carried out. Using the Keras library, a recurrent neural network was implemented, which ensured a classification accuracy of 99%. The presented approach has demonstrated better performance in terms of accuracy compared to the existing machine learning approaches. The use of the developed neural network model in medical practice will significantly increase the reliability of diagnosing CHF. In addition, the results of the study indicate the possibility of upgrading tensiometers by eliminating the technical elements that provide forced oscillations of the drop, which will significantly reduce the cost of the device and reduce the time of the experiment. | |
