| Аннотация: | A comparative analysis of the composition and structure of plant communities in two places of former habitation of the speckled ground squirrel (Spermophilus suslicus) in the Nikolaevsky district of Ulyanovsk oblast is given. The analysis of a modern state of the S. suslicus populations in the Volga region demonstrated that over the past fifty years, a critical decrease in the species number (and its complete disappearance in some regions) is observed. A number of researchers note that dynamic changes in the vegetation have a certain effect on these processes. Therefore, the aim of our work was a comparative study of biotope vegetation at the time of a high number of animals against the background of intensive grazing and in the absence of ground squirrel settlements for more than 15–20 years in the absence of grazing. Our studies demonstrated that there is an increase in the species richness and structural diversity of the communities due to the introduction of the species of pine, nemoral, and boreal ecologocenotic groups into their composition. Phytocenoses of steppe meadows with a high involvement of Festuca valesiaca, Poa pratensis, Helictotrichon pubescens, Elytrigia repens after the cessation of grazing are replaced by the cenoses of meadow steppes with a dominance of Bromopsis riparia, Poa angustifolia, Calamagrostis epigeios. There is an increase in the total projective cover of the grass stand (from 40 to 60–70%). Forage species that are background at the moment of high number of animals sharply decrease their involvement in the grass stand. Changes in ecological conditions of the biotopes are typical: modern communities are formed in drier, less nitrogen-rich and “acidic” habitats. A preservation and possible restoration of the speckled ground squirrel settlements in the Volga region is possible under scientifically substantiated anthropogenic effect realized in the form of haymaking and grazing. | |

| Аннотация: | A comparative analysis of the treatment of patients with unilateral oblique fracture of the mandible was car- ried out. Patients of the comparison group underwent osteosynthesis by means of a single mini-plate along the lower edge of the jaw, patients of the main group through the bone suture developed by the authors. In this case, additional immobilization of the mandible with curved wire bars was used. Comparative analysis of the results of treatment showed high efficiency of osteosynthesis by a wire struture according to the method developed by the authors. | |

| Аннотация: | At present, during the period of economic turmoil, it is necessary to actively support agricultural organizations, because they are the backbone of the state, providing the population with high-quality food, as well as the necessary raw materials of the enterprise. Also, the main task is to create conditions conducive to the harmonious development of agricultural enterprises. This requires high-quality technical equipment at enterprises, as well as innovative business methods and modern digital tools integrated into the workspace of organizations. Ensuring food security is a key factor on which all transformations should be directed. The purpose of the work is to analyze the agricultural sector of the Penza region. The materials and methods of research are statistical data that reflect all the changes taking place in the agricultural sector. The methodology of the study is retrospective analysis and comparison, which allow you to compare trends with each other and draw a reasonable conclusion. The results of the study are the analysis of the development of the agricultural sector, the study of threats to the food security of the region, the identification of bottlenecks in the activities of agricultural enterprises, the proposal of recommendations and the directions of further development. At the end of the study, a general conclusion about the work done is presented. | |

| Аннотация: | The experience of developed countries (Germany, USA, Scandinavia) shows that scientific, technical and innovation activities contribute to modernization of the economy, and are a stabilizing factor in social development. Coordination and structuring of such a relationship at the legislative level is the basis of strategic planning of Russia and its regions. Today, the creation of new constitutional, social and legal foundations of strategic development affects every constituent entity of the Russian Federation. The article analyses the need to fill a gap in legal research, the development of scientific and theoretical provisions related to innovation. The Penza region is a typical constituent entity of the Russian Federation, taking into account the peculiarities of the geographical location, the number and well-being of the population, the development of the business sector, and the level of scientific potential. Standard socio-economic problems of the state, as well as the resulting status of innovative development are characteristic for the Penza region. In the article particular attention is paid to the non-hierarchical way of coordinating “government-business-science” relations in the context of the Triple Helix model, which plays a key role in the innovation process as a social and legal mechanism of development of economy. | |
